You're asking for them to interpret the intent of the law rather than
the letter. Personally, I wouldn't rely on that falling out in your
favor - especially given the size of the fines that they hand out. A
tie wrap only takes a couple of seconds to put on, and complies with the
letter.

You could even have a pile of tie wraps and a pair of dikes stowed right
next to the valve, and still be strictly in compliance. I find that
rather amusing. :)
