That works.  We have been versioning the objetives.  We're currently at 1.1
for LPIC-1/2.  After redoing the JTA, the objectives will be version 2.0.

That's where the local affiliates come in.  The local affiliate would confirm
the existence of the company, make some phones calls, etc...
