What do you mean by "preparing the recepients for the change"? I thought (according to Noah) that the University was engaged in numerous meetings with the students' guild for a while (well, the
 meetings never yielded anything - yes, but at least, they were
done).

Please do not misquote me. There is a big difference between
preparing the recipients for change and simply declaring something
and the recipients then try to engage you in crisis meetings while
holding their constituents back for a time hoping for a resolution.

Preparing the recipients for the change would have meant talking
with the concerned stakeholders i.e. the students representatives
BEFORE coming up with the new fees structure and getting their
input on it and making sure their views are considered not just
declaring your stand and then putting them in a position where they
try to negotiate during a crisis time.

ah ok - this is what i understood:

- university comes up with new fees
- engages students guild on discussions about the new fees
- students guild and uni admin fail to reach concensus
- students go on strike/riot

which appears to me like the university administration at least did their part.
