Please do not misquote me. There is a big difference between preparing the 
recipients for change and simply declaring something and the recipients then 
try to engage you in crisis meetings while holding their constituents back 
for a time hoping for a resolution.

Preparing the recipients for the change would have meant talking with the 
concerned stakeholders i.e. the students representatives BEFORE coming up 
with the new fees structure and getting their input on it and making sure 
their views are considered not just declaring your stand and then putting 
them in a position where they try to negotiate during a crisis time.
