More on the deliberate side. These are regional employees who tend to be in the late 40's or early 50'. To them computer care does not come naturally. I can use a laptop for 10 years until the circuit board itself bio-degrades!!! (well maybe not that far) whereas they cant keep a computer operation for more than a few months before they have to re-install or replace the who thing
