Currently there is an on-going scandal in a certain bank in kampala where a
certain as yet unknown member of staff
is sending rude, malicious, threatening and compromising emails to a senior
member of staff there. From what
I saw, this person is using any of a number of internet cafes in Uganda (ISP
IP and time zone data). Now if there
was some form of security and “competent investigation” such a case could be
taken to the ISP and the
exact gateway pc of the café, home or office located easily.

Likewise this can apply to SIM cards where the idiot sms spammers, conmen
and misusers of cell phones could
easily identified by state.

However, the concern is the use of this information to limit freedom of
speech. For over 10 years I operated
as Jake Markhus and got so used to it that online if I am not purchasing
anything it is normal for me to use that 

Pseudonym! It is a way of life which even if I dropped it recently last
year, I find tough to surrender readily
without choice or control of how my information will be used.

The key beneficiary of course will be the new mobile money business and the
effort to curb the sponsoring
of terrorism and such activities. While there is a layer of security, I
would have preferred that BOU take control
and this be targeted at users of specific services. I hated/hate queuing for
my driving permit and I won’t even
talk about queuing for passports and the future national ID crisis!! Imagine
how this sim card nonsense will be!!

If push comes to shove, I WANT TO BE IN THE PILOT PROJECT!!

London is different from Kampala

 

It has different problems, like population size, social structure and other
things you should know

 

Please don't compare oranges and apples, no one has said this is going to
prevent crime, I have simply stated, they won't get away easily, by the way,
even those terrorists who hit Kampala, were picked up easily, not all, but
most

Because *actual* criminals wouldn't find a way to acquire other people's SIM
cards. Ways such as, oh I don't know, stealing them?

In London, one of the most camera-infested cities in the world, it is
estimated that for every thousandth camera, one person gets convicted thanks
to camera surveillance per year. Yes. One thousand cameras only help to
arrest one person per year. Surveillance is clearly not the solution.

If you don't want to register for a sim card, you can use a public
telephone, or call booth (token or whatever). You don't even have to use a
phone, you can send a letter thru Post Office. 

 

The days of hoodlums using mobile phones, to cheat innocent Ugandans are

not become white elephants

 

The terrorists who killed innocent World Cup revellers, disposed their sim
cards, while coordinating their devious acts. Sim card registration will
ensure these rascals, don't go unpunished. You can live in Utopia, and claim
to be a libertarian, but honestly, the reality is Big Brother is here to
stay,
