The strings in layouttranslations are special as they end up in the
actual PDF document. So, adding TO looks a bit wrong to me, because
the reader of the document won't understand.

No, not really. I guess the best thing to do is to just have the same
translation. One refers to tables in LyX, the other one to the tables
in the document.
