Figures larger than the page, as well as large amounts of figures, can go into a "page of floats". That way, they don't mess up the text

Now, if you need to position images exactly, consider not using floats. If you put them in the text, then they appear in the text where you put them. This can result in bad page breaking, and a need for some manual breaks though.
