Hi,

Do you have a Mac?  If so, you could restore from iTunes or from the Finder in 
Catalina.  If not, I believe that you'll need sighted assistance.  A simple 
restart might do the trick, but if that doesn't cut it, then a restore should, 
but of course you'll need to have sighted assistance if you can't get VO going.

After the loss of Voice Over audio when turning on the phone I placed a call to 
the phone and was able to get audio back during the life of the call.
When I hung up the Voice Over audio was gone again.
After resetting all settings to defaults audio is gone for good and I can not 
even turn on voice over or answer the incoming call.
I am unsure how I am going to get myself out of this one at this point.
