Everywhere else people use ASCII mail addresses, even though they are
often writing mail in non-ASCII character sets.
I get plenty of non-ASCII characters in the quote part of mail
addresses from European members of lists, including this one.

shows someone successfully using an emoji in the
mail address string, in this list last week.
I saw the emoji when reading the list with alpine,
although I was using a phone as a terminal,
so the fonts were better than on some linux terminals.
There were also several list messages last month
with mail addresses with what looked to me like CJK
characters.
