If that is the case, my concern would be that this software is
likely to have other similar fragility issues in areas that I won't
be able to dismiss as "users doing things I consider stupid".

Popular, though, and entirely valid (especially here where
explicitly encoded). As a business, telling your users that their
desires are stupid is often not a good look¹.

¹ Although I did notice a gov.uk web site recently that said this:

  the system does not recognise the images and causes issues for the
