"only", he says. Getting 20 maintainers to update a package in a timely manner, just because you feel like playing around with naming, is a challenge. (for that matter, it's also somewhat unreasonable) Experience says, to get a transition to _dev completed, either we will be waiting a considerable amount of time for it to finish, or you will have to formalize "hostile takeovers" of packages, as a methodology that can happen at any time, to someone's package, on the whim of some new naming policy coming along.
