A minor clarification in case anyone was wondering: promotion is typically 
decided by seniority in the unionized industrial sector, but in the Canadian 
public service, where union rights were more circumscribed, promotion was by 
"merit" at the discretion of the employer. This was a management right the 
unions sought to curb both at the bargaining table and in the legislative 
arena. A fair number of people on this list probably confront or confronted 
this issue in their workplaces.
