Thought we had resolved this earlier on the thread, Mark. It seems the Zelensky government, which had agency, didn't follow through on the tentative agreement for two reasons: 1) It was encouraged by the early Ukrainian successes on the battlefield and 2) NATO's promise, conveyed through Johnson, that the necessary military support and funding which would allow Ukraine to recapture all of the occupied territory would be forthcoming. This is the general thrust of the Foreign Affairs article I posted above.
