You need a special "C" spanner for these inserted tops.  They are
aftermarket replacements.  Originals can be removed with a large spanner or
in the vice as they have a hexagon on top.  Try a suspension place for the
tool to get your tops unscrewed. The tool costs about $60 to buy one.
