Adam, What type of starter is it - old style or concentric, and is it a Hitachi? OEM. The brush pack looks a bit like old style to me so it will have a lever and slide contacts in the solenoid and not the later style steel ring and tab setup. I still think the contacts in the solenoid are your problem, there doesn't look like there's anything wrong with the brush assembly.
