An ECU with tuning would help a little as the 1.6 is rather rich in stock form 
but nothing?else in you list will really help much.? 

Lowering the rpm with a 3.909 rear gear or making the?displacement?smaller?with 
a 1.5 or 1.3 shortblock?could both help, but?some debate larger displacement 
with low rpm is the most effecient with an auto (?).?

If you don't mind 65 hp and a 5000 rpm max you could put in a Festiva 1.3L SOHC 
engine and get 44 mpg.?

I would guess that you would run into the law of diminishing returns with 
starting as a miata as a base but I would love to be proven wrong.? If it were 
me I would find a stand alone ECU, get a hard top, strip out as much weight as 
possible, get the nice new? rolling resistance Michelin tires and see where 
that gets you.

BTW, do you have a time frame on that $7 gas?? that seems quite a bit higher 
than most of the predictions that I have heard floating around.
