OK, so let me give you a scenario in plain English and see if you
agree that it is what should happen.

I have 50 new items in my unmemorized deck. 20 get introduced (I am
ignoring the double entries for 0-level cards here, as it is not
relevant). I go through them and mark them all 1. I now have 20 items
marked 1 in my queue. I can go through them over and over, as many
times as I want. But new items will _never_ be added as long as I keep
marking them 1. Even if I have no items marked as 0, I will have to
mark enough items as  2 or greater that my "seen" unlearned stack
falls below 10 before any new unseen items will be added to the queue.
In the end it is the seen flag (I use this term loosely since you
calculate this over and over) that matters. Weird...

Is this the intended behavior? It's hard to believe that it is. I
think your code is doing something you didn't mean it to do.
