Hello John, I don't think that Chaos has static latches itself, but Static Quality latches are disturb or broken by Dynamic Quality. In the case of Haiti, you have dynamic quality being exerted at the inorganic level, that is creating havoc at the biological level and poorly organized social level. You may even say that the intellectual level played apart in that the building were poorly designed, but the social level overlaps where money is involved. Haiti left to itself would either run around like ant until another social level was organized or be consumed by another social level. The latches are in place to help prevent total destruction of a level.
