If you find such individual(s) or dept. Then no.
If its placed some where to dump it then developers are notified you
don't want to go there unless you want to waste your time listening to
what possible end users want. Then yes.
Remember possible end users for Mozilla are not necessarily an
individual that reads mail once a day or week, or goes on web to
purchase a pair shorts.
End users of "Mozilla" could be HP, AOL, IBM, schools/universities,
businesses with IS departments; who might want to customize the look or
add or take away features.
