    Beyond criticizing tim for being understandably surprised by seeing
what may or may not have been an off duty officer carrying his weapon as
though he just might need it walking downtown, off duty, you've even
missed the point that this was a man dressed in no way showing that he had
the right, training, or reason to carry his weapon in public.  You are
arguing for a return to the old west.
    Even if this was indeed an officer that assumed since he was a police
officer with a permit that he could carry his weapon, off duty, in plain
clothing, I would expect anyone that has been given the right to to
conceal his weapon.  I personally am working as a cook, and when I am off
duty, I have my knives in a bag where they will not hurt anyone
accidentally, or provoke reactions from anyone that isn't used to seeing
weapons carried openly.
    Are you personally so used to seeing people carrying weapons where you
live that this would pass by you unnoticed?  I believe that there are a
lot of bank robbers that would love for there to be more people who would
defend someone dressed completely in black, carrying a duffle bag as
having rights to carry their weapons plainly, without suspicion.
