Dear Luther:

I posted on the Mpls. Issues forum the other day about
having seen on late Saturday afternoon an un-uniformed
off duty officer on his way to work at the Downtown
Command striding resolutely across NSP Plaza with a
hoster and gun strapped to his waist.

I find it disconcerting to say the very least. Let's
not mince words though, Luther. I find it appalling.
It filled me with a sense of terror and dread as I
suspect it was meant to do. By no means do I single
myself out as the target.

At the recent ISAG conference hearings before the
Public Safety and Regulatory Services Committee of the
City Council where the public was offered an
opportunity to air their comments regarding police
behavior during demonstrations, Hennepin County
Commissioner Mark Stenglein was overheard outside
council chambers saying to Cyndi Montgomery of MPD and
Tony Miranda of Show Up "Well, I guess you better put
the word out that everyone who showed up here today
gets their asses kicked."

I suggest that the officer last Saturday and the
Commissioner's statement are the tip of a mighty ugly
iceberg that infects our city. This is institutional
intimidation that has the apparent impirimatur of our
elected officials who all monitor this site yet fail
to respond. 

As you work for MPD, maybe you can enlighten myself
and those on this site as to any MPD policies
governing the wearing of guns in plain sight while off
duty and out of uniform.
