We don't allow ordinary citizens to carry weapons openly, do we?
A plainclothes police officer is supposed to look like an ordinary
citizen.  So when we see someone not in uniform carrying an unconcealed
sidearm, we ought to know something is wrong, not have to guess if
that person is a police officer.

If they're out of uniform, I say they ought to conceal their weapons.
