I am on the board of the Minnesota Horse Council, and our Trails committee 
is fighting the same thing from the Federal Govt.  They want to require all 
horse trails thru State Parks & National Forests to be at least 12-16 feet 
wide.  This really bothers our users -- they say if the trail is that wide, 
they might as well ride their horse down a gravel road!  It spoils the 
whole effect of riding thru the woods when you're on a trail wide enough 
for 2 cars to pass on it.
         Guess dumb ideas can come from Federal, State, or even Local 
government bodies!
