My answer would be the dollar value of the gift certificate does not expire,
in essense, the amount of money that passed hands.  So if the GC was for a
buy one pedi (say valued at $50) get one half off, value of the GC would be
$75.  So, after the expiration date that is used to "entice" the client to
use it in a timely fashion passes, then the salon should honor the GC at the
$75 value.  If the GC isn't redeemed by the period of time that the state
specifies, the $75 needs to be turned over to the state as unclaimed
property.
