I have been able to process captured video frames and get them looking
quite good. At work I use Paintshop Pro and TVPaint has many of its
features, if limited e.g. only 3 layers. The pantograph (clone brush in
Paintshop) is very useful as you can use one part of the image to cover
defects in another. TVPaint does not seem to be as easy to use as
Photoshop, but it does come with its own manual in .pdf.
