I had a feeling that was the case, but didn't want to face up to it. :-/

The TR light comes on after clicking Connect, and stays on until the modem
hangs up - which is exactly after the modem trains and connection is
established with
the ISP.

Now that sounds like a possibility. The modem drops the line just before the
CD light
would normally come on.
If I could connect to a BBS using the SurfSquirrel, would that prove that it
isn't the
surf's serial port at fault? If so, can anybody supply me with a phone
number for a
24hr BBS. It's been so long since I used a BBS I'm sure the ones I used to
use
are long since dead by now. ;-)
