Well, USR always did do things in a weird way <g>.  Whether the dial 
string is complete without the "T" or "P" depends on the modem.

If you are using a Zoom 2949L 56K (Lucent chipset) or even an old AT&T 
Paradyne Dataport 14.4 (which also used an AT&T now Lucent chipset), 
there is a default setting for the dialing mode.  It can be set to use 
pulse or it can be set to use tone.  It is set to tone at the factory.  
If you dial ATD,T using a Zoom 2949L, the modem will _not_ dial any 
number following "ATD,T" because it is interpreting the "T" as a number 
and that isn't a valid number.  If you dial ATD followed by a number, it 
will dial out using the tone dialing method.  

Most other older modems did require either ATDP or ATDT to dial out, but 
most software other than Net-Tamer would allow you to insert other 
commands between AT and DT or DP.  I used to use the "Xn" or "\Nn" 
commands between the AT and DT myself, but not in Net-Tamer.  I have 
mine set to ATDT, which also works because the "T" is valid when it 
follows "ADT" without any other character in between.

I see that it does have those options, but _unless_ the modem you are 
using understands "ATD,T" as a dialing command, it won't work.  Try it 
with your modem and see if it works.  If it does, fine.  It won't work 
with my modems.  The same goes for "ATDI" or "ATD,I" which I have not 
see used as a dialing command, but probably work for some esoteric 
modem.  Have you tried those other strings yourself (ATD,T and ATD,P) to 
see if they work with _your_ modem?

One thing for sure, the Net-Tamer doc doesn't mention anything other 
than ATDT (tone) or ATDP (pulse).  The strings that add "X0"  are for 
blind dialing where the modem doesn't detect dial tone on the line (some 
foreign countries or other similar situations).  Other than that, we are 
on our own with what Uncle Dave has supplied.  I suggest users look at 
their modem documentation rather than just blindly toggling through the 
dialing strings in Net-Tamer's setup and then asking everyone why their 
modem doesn't work.
