"Sea foam out" What's that? Never heard of that before. 

Yes, I got to test ride it and it shifted and rode smoothly. The owner is 
pastor at a church and seemed very nice and I got a trustworthy vibe from 
him. So I believe to his knowledge it is mechanically sound, I'm just 
paranoid there are potential problems he isn't aware of, I dont want to get 
it and find out I'm going to have to dump a ton of money into it :\. The 
tires are good and it's currently on the road (inspected for the year as is 
required by NYS). 

So from what I've gathered from everyone else the rust on the pipes aren't 
really an issue right? It wont cost me a ton of money to get them patched 
or wtvr needs to be done if i find the rust is to the point it's causing 
holes or too thin? What if I find the frame is starting to rust, is that 
fixable?

I love using these online forums for information, I've already learned a 
lot about bikes thanks to help from ppl like you guys so thanks again for 
all the info you guys are great!
