We've had reasonably good luck with Toshiba eStudio copiers. As far as comparing cost per page, that's a challenge. The copier vendors always want to bundle maintenance and consumables into a contract that gives you a per page cost with a monthly limit. If you go over, you pay a per page additional cost.

Said it before and will say it again. The copier is only as good as the service it has on it. They all break and users will hate the one's that are broken the longest or most often. That being said we are a Canon shop and have tried many others over the years.
