$1.50 would be about right. What they're really saying is that they want to make an extra $1.50 per customer per month. It should really be the other way around - if you elect not to have the paper invoice you get a discount. It doesn't even have to be as much as $1.50.
As an aside, I laugh at Telstra Clear sending me an invoice each month for 15c worth of dialup access I used several months back. Never mind they wasted something like $1.50 the first time they sent me an invoice for such a piddly amount, they continue to do so each month I don't pay it.
