Gold, not a lawyer, but I just asked an accountant friend of mine:

"yeah it would be I'm sure (legal).  No way could a massive company do 
something like that without running it past the regulations (eg, IRD) to see 
that that would be ok.  I am assuming they have the go ahead from the IRD 
itself to be able to do this - so long as when you log in it is a legal 
invoice in that it has their tax number etc, I don't see a problem with it."
