I don't know enough about hardware to counter that argument, but our IS department told me that the intention of twin hardware-raided RAID-1 SCSIs as the standard development PC spec at the time was for the performance improvements (as I said earlier, specifically during reads rather than writes).
I note varying opinions on the interweb on this topic, and I'd conclude that any improvement (if any) would be very dependent on the actual hardware involved.
