Not so. The video card may be using its own ram but it is still blocking your access to the computers ram. E.g. in my laptop, I have 4gb ram, and a nvidia sli graphics card with 512mb of ram. Win 64 sees 4gb, win 32 saw about 3.3gb.

There is not much of a difference performance wise that I have seen. Sean makes a good point, this can be a bit of an issue, the memory from your graphics card needs to get mapped somewhere, if you have a 4GB machine with a 1GB graphics card, on a 32-bit O/S you lose 1 GB of system memory.
