This is not the case. Section 7 provides additional protection for PI. Not just 
protection for non-OGC stuff, but specifically for PI.

As has already been pointed out on this list you are allowed to PI stuff that you 
cannot claim any protection from copyright law or trademark law. So PI is needed to 
protect that material.
