Actually, I presumed that only the phrase "power points" is PI'd. The SRD already has a means to have pools of slots (for feats) and points (for skills) which you can use to buy ranks in specific effects. So, I'd say the fundamental concept of buying things either with points or slots is definitely built into the SRD.
