I can see how, especially if you disconnected it from all existing rules
systems in OGC, the way it was in the original Traveller set.

The topic of vehicles is one that the MSRD and the SRD do almost nothing with,
so you can easily create a rules system that could be closed in that area.

On the other hand, I can't see how one could make a new system for magic that
was designed to be used with the MSRD and not be derivative of it.  Spells
would do damage, create conditions, affect ability scores, skills, saves,
etc...  all things that are drawn from the SRD.
