Shouldn't you cater to those people, since the whole premise
behind the OGL/D20 concept is that everyone benefits when the
community of developers grows?

If you use any OGL work created by others in a product, you're
getting something of value. WOTC gave you something of value by
developing OGL/D20 and marketing the D20 trademark. I think
the value of those things surpasses the cost of printing the
OGL, which could probably fit on one side of a page.
