That's not what PI means. PI is something that is never, *ever* OGC, even if it appears in the middle of the OGC and is otherwise not marked. This lets you name an NPC (Gandalf, Luke, Elminster, Drizzt) and use that NPC's names inside his OGL'd stat block, for example. It only really matters if you have some reason to care. Most of the time, you don't. Of course, it also means that anything that isn't clearly identifed as either OGC or PI, isn't.
