Well, WotC could finagle and say that each article is a seperate work... or 
they could modify the OGL to permit such for regular periodicals.

But how much of a blow would it be?  Nothing aside from the OGC is open, and 
the only other major restriction I can think of is the Trademark bit... 
although I would wajer that WotC can secure permission to use trademarks 
fairly easily.
