I agree this is weird, but we have to live with it.

The only solace I can see is adopting some weird variant of the Rifts
model instead of the Robotech model (Robo, Invid Invasion, Sentinels all
were released as separate games instead of source material).

Sourcebooks have Setting, new class class/race, campaign ideas.  No
character creation... not a standalone game....  For every product you
want to have d20 material/logo for.
