No, we've been over this ground before, and William has it right.

That's because the Player's Handbook is a proprietary mark of Wizards and
violates section 7 under the OGL.  He replied with "Character creation is
handled in the usual fashion."  As we have heard before from Ryan, the D20
STLG is primarily focusing on the 11-step process outlined in 2 pages in the
front of the PHB.  If you don't replicate any portion of that you are pretty
safe with regard to character creation.
