No, it isn't. Not one word of it is. Lovecraft died in 1939? 1949? Either way, material does not become public domain until...well, technically, it's 75 years from the death of the author currently, but, in reality, NO material will EVER enter the public domain again, unless explicitly placed there by the creator.
