I would agree with that. I mean, the concept of taking the monsters in
the MM and writing new creatures/cultures/etc around the stat blocks is
intriguing. On the other hand, it does strike me that the OGC in the MM
is *less* useful if so much of what they are is PI as opposed to
available for use.

Of course, as you said, it's not useless. Far from it.
