[Ogf-l] Dark Nebulae's Materia Magica

I saw this in the store last week and considered buying it. Until I 
realized there is no OGC declaration and the OGL isn't complete (they 
didn't update Section 15). I e-mailed the company last week to ask for 
information but have yet to get a response.

Does anyone on the list have any information about this book? It looked 
interesting but with no OGC declaration I couldn't bring myself to spend 
the money on it.
