[Winona Online Democracy]
The city of Winona is addressing its infrastructure needs. Our sewer plant
has been updated and we are working on our water system--All being paid for
by local sewer and water fees. We are now proposing an upgrade of our
residential streets to be paid for initially by an increase in property
taxes. What are you views on this?? --Jerry Miller
