The current 30 mile per hour speed limit in residential areas is too high,
25 would be more appropriate.  This is especially true in new developments
where sidewalks are not being required.  Does any one know why this poor
practice (lack of sidewalks) developed?  What would it take to change it?

A greater level of traffic law enforcement might also help slow Winona area
drivers down.
