My original comment on lower speed limits was for residential areas.
Minnesota is the only state of three I have lived in and many I have visited
where 30 is the speed limit in residential areas. The speed limits in other
areas of Winona are for the most part appropriate, the problems there are:
1) people don't obey them, and 2) they are not adequatley enforced to change
that behavior. I would like to see a speed limit of 15 MPH in school zones
(and it should be strictly enforced).

limit at will with virtually no risk of punishment. Winona drivers can
hardly be classified as "too slow". If your not doing at least 40 on the
four lane portion of Broadway some one is likely to pass you, at 35 you will
only be keeping up with the majority of traffic. At the speed limit (30),
80-90% of the vehicles will pass you.
Some one way streets might be a good idea. Higher speed limits in most of
the city would be a bad idea.
Having worked in metropolitan Detroit, driven in New York, Chicago,
Washington D.C., Batltimore, St Louis, Indianapolis and even the Twin Cities
I have to chuckle every time I hear a complaint about how bad the traffic is
in Winona.

Twenty five is the standard residential speed limit in all areas of
Wisconsin and Michigan, including Madison and Milwaukee. Minnesota's
residential speed limit is the highest I have lived with.

I agree with fewer access points. Signs telling slower drivers to stay in
the right lane will be a waste of money. They will be ignored just like the
ones on Stockton Hill are now.
