[Winona Online Democracy]

The practice of allowing developers to omit sidewalks and curbs has
developed from the earliest suburban expansions.  It exists in every suburb.
It is a fact that cities and planning boards have been talked into the idea
that sidewalks and curbs would not be needed in these new suburban
developments.  Gradually developers could argue that the city could not
require it since it had approved earlier subdivisions without curbs,
gutters, and sidewalks.  Our forefathers were much better planners.
