Are you saying that there is ground bounce and crosstalk *inside*
the FPGA?  Kinda hard to beef up the ground inside someone else's
chip.  :-(

Ground bounce occurs inside of all high speed chips (and in the bonding wires and package traces). It remains one of the great unsolved problems.
